They are only available if you hit "reply". If you enter your post in the "Quick Reply" field at the bottom of the screen, you don't see them.

Really, the "Quick Reply" is a bit of a waste. It is no quicker (ok, maybe one click) than the regular Reply, and it lacks all the fancy colors, Fonts, ~~strikeouts,~~ and smileys

of the "Reply" option.

but when you hit "quote" it goes right down into quick reply.

I merged it back to the Q&A thread. splitting is tricky.

RE: quotes

If you click the little negative-sign icon next to the quick reply box, it will "collapse" it. You can then quote a post and it will take you directly to the full reply form instead of the quick one.

that's good to know chief. but good thing about quick reply is i have to click one less time.

also, you can't multiple quote there since it will redirect you.

I use quick reply all the time unless I need to add color or other smilies. I think I've memorized every smiley code though... or the ones I need at least.

I generally don't like the quick reply, because it's only one click faster, and you give up all the smileys and other editing tools when you use it. Of course, this is only an issue when you are quoting, as the quote defaults into Quick Reply instead of Reply. YOu then have to copy the quote back into the Reply function to work with it.

I guess it wouldn't be so annoying if it didn't proudly proclaim -

The forum remembers this preference for you as well, so it'll stay that way unless you un-collapse it again.

I saw that, but it seems to reset every time I go to a new thread.

Ok, I found out how to suppress it. There's a profile setting that I changed to default it to NOT display the Quick Reply field, seems to work now.
