Wikipedia enrollment figures have Rice smaller than both, with Tulsa as the smallest, due to recent enrollment increases at Rice.
I went with the US News figures.

It could.  It didn't break it down.  Tulsa falls below Rice too according to US News.

Tulsa - 2,987
Rice - 3,051
Xavier - 3,961
Wake - 4,412

I don't know if this is the 2008-2009 figures or not, but I could see the schools going back and forth depending on the year though.

K, I've spent forever researching this, and I finally figured out the problem: sailing isn't NCAA. All colleges from all divisions play each other freely.

That sounds right. It's like Rowing and Fencing, not exactly main stream.
